[This week we read…] Critical minerals and foreign policy: Argentina's place in the energy transition

Lithium and copper are fundamental components of the global energy transition. Without these minerals, it would not be possible to expand battery production, electrify transportation, or advance numerous decarbonization processes.

However, having abundant natural resources does not in itself guarantee a strategic position. The real challenge for Argentina is to transform that mineral endowment into productive, technological, and diplomatic capabilities that allow it to actively participate in the decisions that will define the future of these industries.

This week we read “Critical minerals and foreign policy: areas of international action for Argentina”, a work by Roberto Bosch published by the Argentine Council for International Relations —CARI— in May 2026.

The document analyzes the opportunities that are opening up for the country and poses a central question: how can Argentina stop being just a supplier of raw materials and become a protagonist in the international rules that organize the market for critical minerals?

Technology as a strategic dimension

One of the most relevant aspects of the work is the role of technology. Although it is often one of the least visible dimensions of mining activity, it is crucial in determining which countries and companies capture the most value within the production chain.

Innovation is involved at every stage: from the use of artificial intelligence for geological prospecting to environmental monitoring systems, automation of operations, and industrial refining and transformation processes.

Access to these capabilities can no longer be considered neutral. It has become an arena of strategic competition between countries, companies, and economic blocs.

Those who do not develop their own knowledge or access advanced technologies run the risk of being limited to the lowest value-added links: the extraction and export of resources without significant participation in their processing, industrialization, or technological development.

For Argentina, this means considering mining policy in conjunction with policies on science, technology, education, infrastructure, and foreign relations.

The climate agenda redefines access to markets

The growing demand for critical minerals is directly linked to international decarbonization goals. But the climate agenda not only expands the market: it also changes the conditions of access.

Green taxonomies, carbon footprint measurement, ESG criteria, supply chain traceability, and environmental disclosure standards are gaining increasing importance in investment and purchasing decisions.

In this scenario, demonstrating the environmental and social performance of an operation ceases to be merely a matter of reputation. It becomes a requirement for accessing financing, integrating into global value chains, and meeting the demands of buyers, investors, and international organizations.

Measurable sustainability is increasingly functioning as a key to accessing markets.

This presents an opportunity for Argentine projects that can demonstrate responsible processes, consistent information, and reliable traceability systems. However, it also poses a risk for organizations that fail to translate their general commitments into verifiable data.

The paradox of transition minerals

Critical minerals present a paradox that is difficult to ignore: they are essential to reducing global emissions, but their extraction can also generate significant impacts on water, ecosystems, territories and communities.

The energy transition does not eliminate environmental challenges. It shifts them to earlier stages of the production chain.

Therefore, the debate should not be limited to how much lithium or copper Argentina can produce, but also to how these projects will be developed, what information will be available, and what mechanisms will allow their impacts to be assessed.

Producing minerals for the transition responsibly requires planning, community participation, ongoing monitoring, risk management, traceability, and effective environmental and social standards.

The real challenge of the next decade will be to produce the resources needed for decarbonization without reproducing practices incompatible with its own objectives.

From resource provider to strategic player

Argentina possesses mineral resources that allow it to play a significant role in the energy transition. However, transforming this geological advantage into an economic and political one requires a broader strategy.

The country needs to develop technological capabilities, strengthen its information systems, build international agreements, and promote value chains that incorporate specialized knowledge and services.

It must also actively participate in defining standards, financing mechanisms, and sustainability criteria. Otherwise, these rules will be set by purchasing countries, large international corporations, and external technology centers.

The energy transition isn't just about solar panels, batteries, or electric vehicles. It starts much earlier: in how the minerals that make those technologies possible are explored, extracted, processed, and marketed.
